The Early Intervention Program is a voluntary, targeted program designed for families encountering problems that impact on their ability to care for their children. The Program provides families with the necessary support and services to help prevent an escalation of the problems they are facing. The Program recognises that supporting families before problems reach a crisis improves family resilience, promotes healthy child development, and reduces child abuse and neglect.
The Early Intervention Program has three core goals:
- promote healthy development in children
- promote strong, functional and well-supported families, and
- reduce and prevent child abuse and neglect in participating families.
The Early Intervention Program adopts a strengths-based practice approach that considers the individual, familial, social, cultural and environmental factors that may impact upon a family. This approach recognises that a family’s motivation for change and participation in a service is greatly increased when their strengths are recognised and fostered.
The program is a holistic in approach to early intervention integrating home visiting, parenting education programs, case management, childcare and brokerage for material assistance and specialist services.
Families are eligible for the Program if they have at least one of the following vulnerabilities that, if not addressed is likely to escalate and impact adversely on the well being of children they include:
- domestic violence
- parental drug and alcohol misuse
- parental mental health issues
- a lack of extended family or social supports
- parents with significant learning difficulties or intellectual disability
- child behaviour management problems (e.g. parent/child conflict, school problems, parenting difficulties).
Referrals to the program can be made through a Community Service organisation, self referral or through the Department of Community Services Helpline — the program is voluntary.
