Although well-known and regarded in the area, the Frank Vickery Village site has not undergone any major redevelopment work since 1984, despite the growing need for facilities of this kind.

Wesley Mission started working on a masterplan several years ago to meet the needs of existing and future residents and the forecasted demand for seniors living and aged care facilities, particularly those that are co-located. The proposal celebrates the site’s heritage, character and green space making it a place for locals to visit and enjoy while creating a safe environment for residents.

The Future Village

Wesley Mission wants the redeveloped Frank Vickery Village to meet the modern needs of current and future residents, while continuing to provide the local and broader community with a range of services. These services include financial guidance, psychiatric support, 24/7 crisis support, family programs and mental health services.

The proposed renewal and redevelopment is critical to meet the current seniors housing standards and equitable access requirements. The current site layout and form represents a non-compliance with the relevant accessibility standards and modern amenity standards.

Planning Proposal

Wesley Mission has submitted a Planning Proposal to Sutherland Shire Council to create an updated, future-focused retirement village and aged care home that supports the ageing population in the Sutherland Shire and continues to provide an easy transition to ageing-in-place care.

In 2021, Sutherland Shire Council unanimously agreed to send the proposal to the State Government’s Department of Planning, Infrastructure and Environment for its review.

The redevelopment will expand Wesley Mission’s capacity to provide quality aged care and co-located seniors accommodation, as well as a range of other amenities for residents, guests and the local community–now and well into the future.

To better meet the needs of the ageing population, Wesley Mission has asked through the Planning Proposal to increase the height limit and floor space ratio (FSR) as set out in the Sutherland Shire Council’s Local Environment Plan (LEP). The masterplan for the site allows for proposed building heights between two and eight storeys that will work with the site’s natural contours, ensuring the tallest buildings are centrally located, transitioning to lower buildings towards the edges.
