Current arrangements allow inconsistent access across venues, making it easier to continue gambling when risk factors such as fatigue and alcohol use can increase harm. A consistent midnight shutdown from midnight-10am across all pubs and clubs is a practical, evidence-based reform that would reduce the availability of poker machines during the highest-risk hours and help prevent gambling harm before it occurs.
